Hong Kong Hebei Investment Consultant Limited (HICL) was established in Hong Kong on March 23, 2010 during the opening ceremony in the Hong Kong Investment and Trade Fair officiated by the Governor of Hebei Province, and the Deputy Director of the Liaison Office of the Central People’s Government in the Hong Kong S.A.R.

Being the service arm of Hong Kong Hebei Investment Promotion Association (HKHIPA), HICL is responsible for specific operations. Joining hands with the Department of Commerce of Hebei Province and the Hebei window company - Hebei Enterprises Limited, they target to promote investments in Hebei. Department of Commerce of Hebei Province, being guidance of Hebei Enterprises Limited, is mainly responsible for coordinating investment projects while Hebei Enterprises Limited, as the secretarial unit, is responsible for coordinating daily work of convergence.

HICL's consultancy service aims to promote the economic and trade cooperation in the specialization, marketization and normalization aspects, in conjunction with the Hebei Provincial Government implementating various investment projects in Hong Kong all year round. In addition, HICL also assists Hong Kong investors, international investment banks, fund companies and other institutions to explore the business opportunities in Hebei, to promote dialogue between China as well as between other countries and regions, emphasizing on equality and benefit mutuality between Hebei and Hong Kong's economic and trade cooperation, promoting international exchanges and cooperation to investors.
